Integrated Healthcare Services - within the Devon Prison Cluster

NHS Devon is seeking expressions of interest from providers from all sectors to take part in a pre-procurement discussion for the provision of an Integrated Healthcare solution for the 3 Prisons in Devon:  HMP Exeter, HMP Dartmoor and HMP Channings Wood.

The PCT is in the process developing full specifications for the services and wants to take this opportunity to engage with providers to incorporate best practice and innovation into these specifications and to identify how best to package the services to ensure the best possible services are commissioned.

The services are as follows:
Healthcare
Mental Health
Learning disabilities/Difficulties
Substance Misuse (including Alcohol)
Dental
Pharmacy
Health & Well-being

The main aims of the Devon Prison Cluster Healthcare Model, commissioning and tendering are to:

Deliver a comprehensive, integrated healthcare system:
     -
inside and across the prisons that make up the Devon Prison Cluster
     -
with community services (including, as far as
      possible, those outside of Devon)
Integrate healthcare with the prison regimes
Create a healthy prison environment in partnership with the prisons
   Contribute to reducing re-offending
Reduce the number of healthcare visits outside of prison
Improve the health outcomes for prisoners and reduce health inequalities

Any Qualified Provider (AQP)

The Government has made a commitment to extending patient choice through a process known as Any Qualified Provider (AQP). The aim of this is to open up to the private sector three locally determined areas of patient care from a number of nationally dictated options. Locally the three areas of patient care which have been initially selected are:

  • For Direct Access Diagnostics (MRI, Non-obstetric ultrasound), All NHS Devon Localities, Plymouth and Torbay
  • For Adult Hearing Services: Plymouth, Torbay, South Devon and North Devon
  • For Podiatry: Plymouth, South Hams and West Devon

The aim is that these services, operating to adapted national specifications, will be in place by September 2012, giving patients more options as to who provides and where they can access their services.
